Join factions and find out. After you sign up stand there until you see the next person that appears orange to you comes along. Ask him.

SL... SL has control.. they guard ALL the time... they are very active.. they have breeders in Vesper.

Especially because(and i know your not gabriel) everyone on GL knows the only people who fight for sigs are TB(the whole shard) and DC*(the few members in factions...now minax to stat M)

But to answer your question...TB has them...pretty much all the time
