This theory tells us that wars must (a) have a just cause, (b) be preventive, (c) be proportional, etc. The theory also condemns discretionary (unprovoked) wars. Although the Bush Administration tried to justify the Iraq invasion as "preemptive," I think that it was probably discretionary.
