Can some folks please try cutting up crafted cloth items to see if you're also running into problems with it taking multiple tries to cut them using scissors or a salvage bag? We're experimenting with this on Siege and can't find any rhyme or reason for the weird results. We're not sure if something was implemented to randomize the results or what.
We've only tried cutting up skull caps and floppy hats, jester suits and cloaks so far. But if my 120 tailor tries to cut up something made by a low-level tailor (20 something), it is taking multiple tries (6 tries to cut up a floppy hat??) and the returned cloth amount seems off somehow. Jester suit takes 24 cloth and returns 1. Cloak takes 16 and returns 3.
Can a few more people give this a try? Also, try trading items between chars and see if you have issues cutting up stuff someone else made. Something seems really screwed up. When I cut up stuff with my own char (whether it's one with 0 tailoring skill or one with 120 skill), the item is always cut up on the first try. But definitely having issues cutting up stuff someone else crafted, even when the char doing the cutting has 120 tailoring.
