I dont know what weapons your wielding but for the diamond mace and the leafblade they are 100% for swing rate for me. I plug in my stm as dex though and 90 stm is caped swing on a no ssi kryss as soon as i lose some stm i drop by .25 and i notice it.
here is the diamond mace swing delay.. from max to min with 0 ssi
its a 3s default wep.

basically if you take these numbers.. from 20 to 210 and start with the base wep speed you can figure out what your swing is..
now it rounds down.. so if you are at 209 your swing is just as fast as 180
SSI really adds alot of changes to the formula.. so its not exact like if it was 0
SSI seems to really effect higher stam more % wise.. because it rounds down.
so say if you had 50 stam going from 25 ssi to 35 ssi it would not change your swing but at 180 stam it would bump you up to the next jump.
anyway, here is the formula, it was posted on the old boards and i copied it and put it in an excel file..

it is far different then the weapon calculator on stratics page.
