I've seen some good ideas in my time as a UO player and I'm always hearing that there will be a comprehensive pvp system that never materializes. Here is how I envision it.
1) Murder Counts are permanent. They do not go away.
2) Reds may go anywhere but trammel.
3) Outside of Felucca Reds may fight each other but nobody else may fight them there outside of guild wars.
4) Factions control the guards and vendors to a massive new degree within felucca. All NPCs are blue or members of the controlling faction of that city. Traditional Guards are removed and replaced with faction guards who are now patrolling the cities and may be called but are only as strong as faction guards.
5) Guards are removed from moongates but the areas may still not be field/summon friendly
6) Factions control the prices of everything in their cities directly. all vendors are subject to the ruling faction in the city.
7) Non Faction city guards are placed in non faction cities in felucca but they attack all factioners. They are alligned to fight factions, they attack only a 2-3 at a time and are hence not overly significant threats.
8) Pirate NPCs roam the seas.
9) All guilds with over 20 members must become alligned with a faction(if they never travel to fel, nothing will change for them due to the recent patch).
