The weird thing is that Luna actually does have an in-universe reason to be attacked (and potentially burnt to the ground). They have a big evil city of necromancers down south just biding their time, the two apparently hate each other, the continent's gradually breaking into pieces, and all in all it seems like the perfect conditions for a huge undead civil war. I honestly don't know why there has not been a Luna vs. Umbra story yet. I mean, given that the devs are so fixated on invasions that event after event involves Britannian towns being "invaded" by monsters, sometimes with plotline justification but sometimes just at random, it seems totally intuitive that they would make use of this Chekhov's gun they introduced all the way back in 2004 and then apparently forgot about.
I'm probably biased because most of my characters are from Umbra and I spend way too much free time making lore for the city that only I will ever see, but it just seems bizarre that they set up the PERFECT environment for a war/invasion plotline and then never used it.
Also, players would be a hell of a lot more willing to fight to defend Luna and their trouble-free shopping than, say, Papua or Vesper or whatever's being invaded today. The main problem would be providing incentive for them to fight on Umbra's side if you were looking for a two-sided scenario, but I'm sure something could be arranged.
