Inscription - making spell scrolls is bugged?

I have 100 of each reagent, I have 100 blank scrolls, a few scribe pens, lots of mana, I'm trying to make some spell scrolls to fill up a spell book but every time I try to make a scroll it tells me I don't have enough components, what's up?

yep ... something to copy the spells from
top level of the back pack ...
check your memory by trying to cast the spell ...
without a book, or book in a container ...
