HPR is the regen per second divided by ten. So HPR 20 is 2 HP regen per second, and 18 is 1.8 HP regen per second. Take an average character of about 100 hit points and run your experiment, dropping your health to 1 hit point. Using the EC client and a dress macro to dress instantly and time it to max health. For 20 HPR it should be about 50 seconds, for 18 HPR it should be about 56 seconds... hardly worth the difference in my opinion. Now, if it were 24 HPR then it would be only about 42 seconds.If you have 20 on your suit already, it's fairly easy to test to see if the publish notes are correct...
1. Put on 20 HPR
2. Run off a cliff repeatedly until you have 1 hp
3. Time how long it takes to return to full health
4. Repeat with 18 HPR and compare
Of course... the lower your maximum HP, the harder it will be to tell if it was just human error or a real difference.
