Correct me if I am wrong, but were forged pardons not intended to help players with red characters have a shot at being blue again? That being said, I have seen no such event actually take place. Instead, there is a guild who's name I will not mention (who almost entirely consist of blue, non-faction characters) that are using them as a get out of jail free card to take counts whenever needed. Normally, I would not oppose blues flagging grey to me, but it is kind of ridiculous that I have to wait for 5-6 of them to flag me before being able to defend myself.
I can already foresee the reply of "well, why don't you flag grey and use forged pardons yourself?". The simple answer to that is when there are typically 6-10 and even more at times of them, and only a couple of us, we do not have the luxury of being able to spread counts out among countless characters. I have personally turned 3 members of their guild red only to see them hiding in guards 5 minutes later as a blue. Apparently, it is ok to pk other players as long as you have enough forged pardons to go blue again.
Personally, I think forged pardons should give reds the opportunity to enter tram (able or unable to flag other players?) for a fixed duration. It's about time reds got something that actually didn't restrict their play to the extent of only having one valid use.
