Battle of the Islands: Trade Minister Edition

The Chambers of Commerce for the cities of Jhelom, Moonglow and New Magincia jointly announce that they will be holding a contest that will test the mettle of their *cough lazy cough* Trade Ministers. I'm looking at you, Bennett.
Come one, come all citizens and support your favorite trade ministers!

You may know them from the most recent Krampus ... oh wait ... you may know Jhelom's trade minister from the most recent Krampus invasion but sadly Magincia and Moonglow have suffered severe supply chain issues in the past few months.

The current trade orders delivered stand at:
Jhelom 11,665 (Governor Dieb)
Moonglow 109,140 (Governor Maith Ceol)
New Magincia 132,714 (Governor Scarlett)

The city that has seen the largest increase in the number of completed trade orders by 3/15 at the start of the Governor's meeting will be the winner! Not only will the city enjoy the abundance of riches brought to your cities but will also get to enjoy the losers paying the price of ... losing.
