He did have the 10 minute rule....which is designed specifically to stop sniping. I have personally never seen any auction have an hour min rule. Pretty much all auctions use the 10 min rule heh.

Issue with that would be that then someone would bid like 100k more every 24 hours just to keep the auction going so nobody could win lol.
