Landscape is changing....

I bought a paper from Jhelom Town Crier and it was put in my backpack, I can open it and read it, but then I can't move it around in my pack or get rid of it. Is there a trick or is it a bug?

I could open mine when I first received it, but now I can't move it at all. I'm guessing this is a bug.
