you can not do continual jumps off a shard shield with different characters.

i just jumped from LA to ATL on one guy and then tried to jump to ATL to GL on another guy and got the normal cool down message.

The tokens are acc bound - not character bound. That means, you can jump to the destination shard with any character you want. It is 24 hrs cooldown between any char transfer / char copy.
You can also - if you want, pick all tokens on same shard. Pick the shard to go to and the return token with you and jump over with char A for to jumb back with char B. Or if you got more tokens - keep on moving and changing character for every destination.
