On Europa, the governors couldn't do anything due to lack of EM and Mesanna support.

But what did the governors accomplish on other shards?

Have you gotten those offices?
Town decorations?

Anything else that is meaningful?

Governors an Chesapeake did a great job multiple towns had their own events even had a trial where a Governor was taken to task for the treatment of goblins in her city. I think it was a fine start to a program that is just beginning. If your were just sitting on your backsides waiting for an EM to do it all, you missed an opportunity IMHO

Well the devs said: "No we won't give governors any tools, because EMs can do that for them, and they can do a lot more and better stuff!".

Still waiiiiiiiiting on that EM to do anything for us on Europa.

Either that or just give us TOOLS to decorate our town and organize events!

On GL's as Governor of Yew... I have maintained the Trade Agreement with the Arcane Arts as requested by all those vocal to me. (No one but one person spoke to me about that. And NO ONE but me put up the funds:( ).

I granted ONE title. Only one person asked it of me.

I put out a ballot box first thing when it was available (It has 2 votes aye)... Set a greeting and message on the bulletin board. (It has yet to be used.)

The entire 3 months prior I have always been available. As a Luna house owner I converted the Trailer Park into the Britannian Consulate. Gave each of the Governors who wanted access to my house gave them each a bulletin board for messages a space to place a rune to their home so people could drop them a note in their mailboxes and space for them to deco the spot just for them. It's still up and available and still largely unused.

I put in a proposal for the city of Yew to get a Dock, a Bridge and an Eatery... None of which have been fulfilled. Pretty much was told it was a LOT to ask. I didn't think so. Yew has needed a Dock since the dawn of UO. Why do we have a Shipwright if we don't have a dock? Seriously? I said one would go nicely on the flat bit of shoreline between the Flourmill and the Prison. I could see a nice 3 or 4 prong dock there. Heck if I had the tools I'd do it myself.. (My other suggestion was if this is something that more than one governor of a particular city has asked for..... ie if me and 2 or 3 Yew Governors asked for one then perhaps this is something that they should add to the maps and put out with the next big publish.) I know I'm not the only Yew Governor to ask. I asked for a simple bridge though at this point I'd take a ferry like Skara Brae or a teleporter for all that matters from the end of the road there in Yew to the Yew far Farms which are all the way across the bay so we (ie the Yew Militia) could better patrol the farm and keep our citizens safe from the Slavers that plague our area (Stricktly RP of course... but we have had RP slavers about kidnapping citizens. After all what is the whole EM program about but to help us build RP and have fun? Least that's what I thought that was the way the whole thing came off to begin with)..... and I asked that we have an eatery or tavern of sorts built on the top of the Winery (I have seen this on other shards) and thought what a wonderful idea... you could have nice wine tasting events and such up there. But I was told I was asking too much.

So I recently asked if they could spare a Royal Gardener (EM to come follow me around and "plant" plants) Since I can't lock anything down. But again was denied.

So it's not that I haven't TRIED to do anything for my city for I have... Now my character Willa who is the Governor has LONG been the Mayor of Yew. She's not too keen on the "Governor" title but she still likes to be refered to as the Mayor. Governor seems so.... Big time..... and formal. Mayor is a bit more "personal"... For most of my UO time. I think somewhere around 12 years or so. She doesn't "fight" so she wouldn't be caught dead at the majority of EM events so this is a wonderful way for her to participate and enjoy the EM's. I have always loved Yew and have lived in or around it all the years I've played or at least in my RP sense have maintained living in Yew.

I do always attend the EM events in some form or another unless it's a Fel type event then I attempt to gauge how important it is to the current plot and decide if I want to bother with it. I don't much care for unconsequential PvP. I mean isn't any point to killing reds or anything nothing happens to murderers. You or they just get right back up and go back at it. Not really an incentive to do anything there if you ask me. As for getting scrolls or whatever I have what I need or find other ways. I have no need to go to Fel. Not that I don't go there... just you won't really see me there at an event least not on someone you'd know.

If there were some reason I'd go. Anyway... I thought at first that the EM's would help bring back RP and such to the lands.... However they aren't supposed to play favorites or something so no they don't do much.... they used to come and do things with the RP community and they used to participate more than they do but they don't do much if any interactions anymore and our shards Council is refered to as a "Social Organization"..... nothing more by the EM's. So if other RP groups get some interaction from the EM's other than at the weekly EM events then I'm glad for you... but anytime I've asked about things I'm told that it's not allowed. They won't provide a Gate to MoA auctions on Thursdays from Brit to the Auction because that would be "Favoritism" somehow? I fail to see where helping to give access to a COMMUNITY event open to the public is "Favoritism"... But whatever. They won't help with runes or books to any public event or provide a gate... But if you get married they will??????? Where is the logic in that? Completely stupid if you ask me. I had many hopes about the EM's from the start years ago. But now am only frustrated and growing bitter towards it.

I go to many shards and see LOVELY deco done by the EM's.... You won't see that on GL's. Our stuff is bland and plain ..... no deco at all most anywhere. I realize this is up to the EM's of a shard but who gives a rats about a shard but those who play on it? Not sure what I'm supposed to feel about that. But it makes me sad that our EM's don't do any of that and always tell us NO... Yet other EM's do those things. I think the inconsistencies is becoming more of an issue. Just my opinion.

I guess I also believed the Banner System was going to be more than a glorified teleporter to a town I can't stand too but.... I suppose I was wrong. What's the point of having an RP town if it's not recognized by anything more than a teleporter to a place that's not part of Britannia where you live? I don't know.

You don't need tools to organize events for your city. Be it a weekend trip to a high end monster, a sea adventure to get various supplies.. etc, the possibilities are endless.

The governor of Skara Brae on Europa did... ABSOLUTELY NOTHING! And now he's winning again in Skara Brae.. (Even though I am the one who reigned in a established community once more in Skara Brae...) :(

I agree, we don't need EMs to do all the roleplaying for us cause let's face it, most EMs are in character when they organize events.. In the past we have had MASSIVE amounts of roleplaying organizing RP events that would circle around storylines and plots, hundreds of players getting involved.. Did we need the EMs when the RP wars were going on? No, we didn't and the struggling RP community still continues to try its best to organize events that anyone could be involved in..

But it can be infinitely better if we could spawn NPCs, monsters and temporary locked down items!

It's not like players spawning monsters is a new thing, we had these yellow crystals that could summon nasty stuff. That's exactly the stuff I need; give governors a limited supply of those objects. And the ability to put up attendants in town. And put up a few house plots in the city walls for the governors to customize! And the ability to lock down up to 100 items within the city walls! It's not that hard to make this system what it was intended to do.

No offense but it sounds like you are not getting anything because in your own words none of your fellow shard mates are doing anything at all.

I wouldn't expect an EM to do anything if except for 1 person(yourself)there is zero support or participation :(

I can't say what other Governors have done... I know that many of them did submit proposals and such but like me have not gotten much response. Save the bulletin boards everyone is getting, ballot boxes and the House yet to be built... 2 of our Governors actually HAVE their houses already. I submitted mine awhile ago... was told that the submission was passed on to the builders but I'm still waiting on the building to be put in. One of the other Governors also put in the necessary stuff to get the building not sure they have theirs yet either... but doubt it. So not speaking for others I know they have actually submitted things but have been similarly denied. So not wanting to speak for them I haven't, not my place to.

I'm the governor of Vesper on Chesapeake. I held several smallish events in and around Vesper. (Smallish mostly because so few people showed up... they could have accommodated a lot more. Alas.)

I was also able to get pretty extensive EM help for one of those events and get some NPC boats off the dock that were just taking up space.

I don't think any of the offices are up yet on Chesapeake. I asked for a stable in Vesper but it hasn't happened and I don't know if it will.

I really like your yellow crystal and lock down in town ideas. Even if governor lockdowns had a timer on them, it would be very, very useful for running events because...

There's an event I'd really like to try to do but I know that someone will come tear it all up since it would be outside and I can't lock stuff down in town. There is one particular person on my shard, Aran, who seems to delight in such behavior. Not much point putting in a huge effort with such people around.

Anyway. It's a new system--we're just now finishing the very first term. The removal of taxes and addition of the bulletin board, ballot box, and expanded stone options are definitely improvements, and it sounds like they are putting a lot of effort into making the system useful and fun. It won't happen overnight though. I haven't accomplished everything I wanted to but I've had fun so far and made a lot of new friends.

The bulletin boards are a great addition, but only citizens of each particular city that a board is in can read it. On my shard, there is not a large enough active population to make citizen-only events viable. It would be much more helpful if there was a way for governors to reach more people.

The town crier is a great idea, or maybe a bulletin board in each city that acted like a calendar that any governor could post events to. (I know, I know, thats probably a lot of coding... but it would be very helpful!) Town criers really would be better since you can hear them without having to go look at a board. Even if we could only make them say something like "The City of ____ announces an event on __(date)__! Visit their city bulletin board for details!" that would be useful.

I really like the temporary lockdown idea and the monster spawning crystal idea. They would really help with in-town events and take a load off the EMs. I know you have to stay mindful of how much power you give players in this situation, but giving the lockdowns a 24 or 48 hour time limit should curtail any serious abuse... and if a particular governor abuses the system, King Blackthorn has the power to remove them! ;)

The expanded stone options are a step in the right direction. Having the herald act like a mailbox is perfect! Keep it up. :)

Was told last night that we can not do any deco can't have anything locked down for us and we can only make ONE request per term. And from the sounds of it I honestly am not sure what we can request... apparently putting in for your Governors Building IS your request per this term.

Sorry Kyronix, but your system of "Governors can do things through the EM, which is far more flexible" turned out to be a total disaster just like I and many others predicted.

EMs simply do not have sufficient time to fulfill the requests and probably have their hands tied way too much by Mesanna. On Europa, none of the requests have been fulfilled and as you can see from this thread, many other shards are in the same situation, as I don't see any pics of anything useful that has been accomplished.

I propose you go back to the drawing board and build features for us governors that DO NOT RELY ON EM's OR MESANNA TO WORK.

Sorry, but after watching this round of elections and how the process went I am even more in the camp of keeping ANY additional power out of player hands. I watched as TOOOOOO many questionable things went on this election cycle.

But the problem is with the bulletin boards they will only work for citizens of that city. If I ran an event, I think that probably only one citizen of my 3 population would show up and that'd be me. I want a way of inducing folks to swear their allegiance to my city and if others can't read the bulletin board how can that happen?

Tried to get an extra +500 to luck statue for all to utilize on Napa Valley (as Yew governor), but was rejected for being too decorative and not useful enough for Yew citizens and the betterment of the city. Instead, was advised to think of adding items like a dock, moongate, or stable. :(

Technically (at least on Chesapeake), the governors offices were requested LAST term. (And to my knowledge, none have yet been built on my shard, but I have not looked at others.) Furthermore, they were less specifically requested than they were OFFERED, with the stipulation that we had to "provide building materials", which nearly all of the governors immediately did. In fact, one of our cities had no governor at the time and a few of the rest of us gathered the materials for that city so that the next governor would not be left out.

We were also not told that we couldn't have decorations. In fact, I know that cities on various shards either already have or will be getting decorations. There were pictures in another thread I think, and I visited a couple of them to look for myself. On Chesapeake we've been told that we have to provide the materials and that they have to be in good taste and appropriate to the pre-existing aesthetic (no neon flowers, etc.).

I was under the impression that we should limit requests that required dev intervention, but that if its stuff that EMs can do it shouldn't be a big deal as long as we stay reasonable and don't expect miracles. I'm not sure why you're being told differently; as I said, I've seen multiple shards with decorations already in place. Was it your EM who told you this? It kinda sounds like your issue is with your particular EM rather than with the system itself.

Should it rely entirely on EMs? No, probably not... but at the same time I'd hate to go to one of the old cities to find it coated in neon cypress trees, bright red soul forges, hideously colored mismatched furniture, and so on. Let's not kid ourselves; we all know it would happen. Governors shouldn't have permanent lockdown ability for sure, but temporary would be incredibly helpful for events without risking having a governor turn a city into an eyesore (at least for long). There needs to be some kind of gatekeeper, and the EMs are the best way to do it right now.

I disagree with your assertion that it is a "total disaster" as evidenced by the fact that its working quite well on many shards where the Governors are actively engaging the citizenry, holding events, and adding dynamism to the every day lives of Britannia's citizenry.

I also disagree with your assertion that "none of the requests have been fulfilled" as some of the most asked for features, including the ballot box, message board, and Herald donation functionality were the result of requests for those features throughout the game.

This should have been made more clear at the onset, but becoming Governor is not merely about making requests for new buildings or being able to decorate the city. I've seen you post elsewhere that you wish to be able to place plots to decorate in the City, spawn mobs, or lock things down within a city. I'm sorry if this is not the answer you wish to hear, but honestly, those features are outside of the scope of what we felt comfortable with allowing players to do. A lot with that can go wrong very quickly and making the effort to put in checks to prevent malicious behavior quickly outweighs the benefit of granting that ability in the first place.

On a final note, congratulations to all those Governors-Elect throughout Britannia and look forward to the upcoming term! :)

Tried to get an extra +500 to luck statue for all to utilize on Napa Valley (as Yew governor), but was rejected for being too decorative and not useful enough for Yew citizens and the betterment of the city. Instead, was advised to think of adding items like a dock, moongate, or stable. :(
Wow, I'm flabbergasted! This is a wonderful idea and I'm not sure why nobody has thought of it on my shard. This is simply giving an EM a 10th anniversary sculptor and having them lock it down in the abby or at that shrine you posted.

I provided a ton of items for a "player event" that I hosted and ran. The EMs were kind enough to just lock them down for me so I could host an event without being grieffed (which we have issues with on Chessy Peaks).

All the tables and crafting items are EM locked down, player brought chairs and the vendor stalls. It's still "temporarily" up and is located around the square in the north of Minoc on Chesapeake if you want to look at it in game:


Perhaps the take away from this isn't that the Governor system is broken. Maybe our EM system is broken? I know it's only a part time gig kind of deal, but perhaps they need a better established guidelines of what is and is not acceptable.

The main thing that can be done to stop some of the abuses I saw is take the voting and make it to where you only get 6 votes on an account. If you decide to cast all six of your account votes on a single shard then you can only vote once in a city like it is now. If you decide to spread your 6 votes out on 6 different shards then you would be free to vote in the same town if you desire. You decide which shards the votes are on, but that is all you get. Call me crazy but I think the players of a specific shard should decide who wins an election on that shard. It should not be how many folks you can recruit from other shards to come cast a vote for you.

The second thing is the Devs really need to make the voting stone have a tag you can see when you use the cntrl/shift combo. This is just to cut down on the griefing.

My last .02... *puts the visor down on helmet cause this is really gonna hit some nerves* ... Nobody should run for an office in more than one city, even if it is on a separate account. They should really try to find a way to make it not be an option. Yeah, I know that would be a pain to figure out how *shrugs* but I know of people who were running for 4 different cities on the same shard... and that junk just ain't right.

This is a fallacy.

Do these 'events' they organize come with the governor system, or could they have done this perfectly fine without the governor tag below their name as well? That's right - these 'events' are in no way a result of the governor system and the governor system doesn't provide anything extra to these events that cannot be done using existing systems. So the whole governor thing added nothing new here.

I also disagree with your assertion that "none of the requests have been fulfilled" as some of the most asked for features, including the ballot box, message board, and Herald donation functionality were the result of requests for those features throughout the game.
Sorry, but these took what, 15 min of work to code. Doesn't really show much commitment to improving the system to me. Message boards and ballot boxes are a small part of the feature debt of things that should've been included at launch, in my opinion.

This should have been made more clear at the onset, but becoming Governor is not merely about making requests for new buildings or being able to decorate the city. I've seen you post elsewhere that you wish to be able to place plots to decorate in the City, spawn mobs, or lock things down within a city. I'm sorry if this is not the answer you wish to hear, but honestly, those features are outside of the scope of what we felt comfortable with allowing players to do. A lot with that can go wrong very quickly and making the effort to put in checks to prevent malicious behavior quickly outweighs the benefit of granting that ability in the first place.
Just for clarification, the EM/Devs would spawn the plot(s), and the current Governor would have access right to customize it - as if it were a normal house. No big new thing that players can't do already.

Spawning mobs - Players can already do that with the yellow crystals. So nothing new here you could feel uncomfortable with either.

I am the Governor of Jhelom on the Great Lakes server. This is the start of my second term and I feel that I did accomplish a few things last term even though there were no decorations put up, or new buildings added in Jhelom.

I had always assumed there were citizens of Jhelom, and had planned to hold a couple of events, so my first task was to find who were the citizens and what did they want. After finding out that in the beginning, there were no tools that had been given to the Governors to communicate with their citizens other than the hit and miss of general chat, I felt I needed to approach the devs and beg for communication tools. Thankfully, most of the other governors felt the same way so we all (We being all of the active and communicative governors) succeeded in asking the devs for tools for communication and we received a couple. Admittedly, it wasn't a concerted effort, and was very random and hit and miss, but we all generally asked for pretty much the same thing -- a way to communicate with the citizens. So, as a member of the "Team of Governors" I feel like I helped getting something accomplished. We now have bulletin boards and ballot boxes.

I've also put in the request for and handed in the necessary supplies needed for a Governor's Office.

Yes, it would be nice to have a stables in Jhelom, or neat looking, creative decorations -- but that's never been my focus. I like that Jhelom is the city of Valor and its focus is on mercenaries and I feel that pretty deco around the city would very much counter that focus. I'm very comfortable with the ideals of valor -- simplicity, strength of body and the ability to kick butt and take names.

I like the focus that is put on the governors -- that it is up to them to engage their citizens, hold events, encourage roleplay in their cities and keep the lines of communication open.

I do think that clearer definitions need to be put in place, both with what Mythic expects from the Governors, and especially what the EMs are allowed to do with and for the cities with active governors. When one shard's EM's says NO, and another shard's EM's say YES to the same question, then there is a problem with standards and communication from the top. I think these definitions need to be put in more accessible places -- simply clarifying things here on stratics is not enough (although very appreciated). Perhaps putting the clear definitions in place on the Ultima Online web site, on the facebook page and in a sealed, locked down book in each city in game would help a little.

I'm still on the quest for citizens. I know there's got to be some Jhelomites hiding somewhere...

Sorry, no. I have to agree with Kryonix here. Sure there may be some players who wont abuse it, but I don't want some random player going crazy with lockdowns and spawning monsters. If these powers were allowed, it is safe to say that everyone would be expecting a governor on nearly every shard to start abusing those powers.

I totally agree, however Atlantic has the added benefit of having a more grateful community. We have been talking to Khaleesi and want to replicate some of her events. However we can't without an EM's assistance or we won't be able to run the event due to *******s who will steal, axe, and or insult everyone and everything there. I've actually have to be careful when I advertise events in chat because of this.

Sorry, usually I don't engage in these sort of threads, but to ignore that the roll out of this has been a disaster is ignoring reality. Yes, there have been a few examples of people running with this system, such as the protests and guards in Britain on Atlantic... however there are many more examples of failure.

I've been away from UO Prime for quite some time. The fact was (and this system has confirmed it still is) Mythic just doesn't provide the tools that private shards provide for players in regards to running the towns. Count us among the excited and first to return and activate all of our accounts when this system was announced. We knew it would have hiccups, however the abject failure surprised us. We didn't win a seat in the first election, but we managed to swipe Vesper on our main shard of Great Lakes this time around. I note 'main shard' for the express purpose of noting we do spend time on Atlantic and other shards. Spending times on other shards such as Atlantic and Chessy gave us expectations of what we could accomplish if we put the time and sweat into the game.

Friday rolled around and we had our first Governor meeting of the new cycle on Great Lakes. I don't know why we even showed. It was a complete waste of time. The first thirty minutes saw the roleplayers trying to spark some sort of plot about pirates and slavers for the shard. Having attended a previous meeting, I knew this was something they had been trying to lay the groundwork for. This has been completely ignored by the King. Five of the Governors are squabbling over Pirates and Slavers, but the King ignores them. Now, this isn't as upsetting because honestly, no one knows if the King would have ever addressed it later in the meeting because after the Yew governor finished speaking, the meeting was hijacked for the next hour over the singular subject of a banner that hadn't been placed after 'apparently' being approved six months ago. Why did we spend the next hour watching the EM want to blow his/her brains out repeating 100x "This is something beyond the control of EMs."? Because you failed. It is a failure on your part not to expressly put on the front page of uo.com what exactly EMs are allowed to do and what players should expect from their Governors and King. Can you explain to me why we should show at the next meeting? Is there any reason for us to? None of us want to sit through another hour+ of whining and misconceptions about what the players and EMs can do.

Next, the policy for what the EMs can and can't do needs to be set to be the same across EVERY shard. This has been another absolute failure. Playing on other shards such as Atlantic and Chesapeake, we know what happens on other shards where the EMs actively help the players with their events as long as the requests are within reason. However, on Great lakes, the EMs are not to involve themselves in the player base beyond the specified events they run. Why is there such a difference of policy between the shards? Why can't the EMs get involved with the player base beyond the weekly Tuesday event (and some time secondary weekly event)? Are we being lied to by the EMs? I don't see any incentive for them to lie, so why are they being told something different than the EMs of other shards?

Maybe you should email them Kryonix. There is Malachi and Elizabella. Here, I'll save you the time since they freely pass out their email addresses. [email protected] and [email protected]. Once you have done this, perhaps you can post the email for all to see so that we all know what exactly EMs are allowed to do and what they are not allowed to do.

Maybe you resolves this. Maybe you don't. Here is hoping you do.

Our EM's will not lock down things for any player-ran events on Catskills. I feel that's an awful thing for them not to provide as it is these events that keep the interest of players in this game, PERIOD. They should provide that OR EVEN BETTER have the in game GM's assist with that. Mesanna PLEASE allow EM's to do this across all shards OR like I said get the in game GM's to assist OR like I suggest create a tool that allows players to do that themselves (Governors can access that thru their context menus; players can buy it from the Origin store for some cash).

That is not enough Kyronix. Sorry!

We need the ability to control our Town Criers, which is ONLY logical... I mean in character TOWN CRIERS are issued orders by their governing leaders, which a GOVERNOR is, to spread the news about on going events and issues! Also the ability to temporarily lock down items/place deeds (put it on a 4 hour window or server reset) is something we MUST be able to have to really flourish the program and be able to hold events with some sort of consistency. The EM's cannot AND SHOULD NOT be at our beck and call for small things like that.

I do like the idea of the monster spawning crystal, I think the crystal should tie into the overall story arcs and be on limited use --- like 1x per week. I think this would be tough to add. The stuff above is ALREADY IN PLACE its just a question of granting authority for it.

As governor of Britain on GL, I have to agree that this system has issues.

1) Relying on Mesanna for all the deco/offices. Unless she has unlimited time, doesn't need to sleep/eat/socialize, or is actually an AI this will never work well. She's only one person already spread thin across all the shards EMs and that's on top of her regular producer duties. Having to juggle EM event requirements AND Governor stuff is a no-win scenario.
Improvement ideas: Mesanna gets an assistant to take some of the EM load off (Highly Unlikely). The EMs are given more responsibility/abilities to manage this system and place deco or spawn for events (see point 3).

2) Communication with your citizens. This was helped by the bulletin boards, but, lets face it, people are lazy. If it's not right in front of them, most won't bother to seek out the board.
Improvement ideas: Either a city specific chat channel (that can only bee seen on the chat list by citizens) OR treat city citizenship like a guild and give it a similar communication method to guilds/alliances. The next option is giving the governors the ability to put messages on the town criers. (If abuses of this cause you to lose your governorship, few governors are likely to abuse it. Cities need a public bulletin board for noncitizens to see what is going on, we don't need artificial walls separating people, UO can't support that with such a small player base.

3) The EM Program. From everything I've seen, at best the program could be called wildly inconsistent. Some shards have regular events while others have few or none. Some EMs decorate, some don't. Some interact with their communities outside their scheduled events, most don't. Some happily lock things down for player events or plot lines, others say that its against the rules and they won't do it.
Improvement ideas: Normalize the EM rules, all shards should be treated exactly the same. If EMs can deco or lock things down for players on one shard, it must be available on all shards (which have an EM). Players on Shard A should not be told something different on Shards B or C. The rules for what EMs can do should be publicly posted on the UO site (no, directing people to a random thread on Stratics won't cut it). Things EMs can't do (or things they have ZERO power over) should also be publicly posted so they don't have to constantly deflect questions or comments that should go to the devs. If the EMs don't interact outside their events or council meetings, the program loses value and becomes little more then a troll fest and rare item factory.

4) The Governor System. Expectations of this system are all over the map, some doom and gloom while others predicted a UO renaissance. Reality is hiding somewhere in the middle. Many people believed the system would be a way to improve the towns and breathe new life into them, most didn't grasp the fact that this would be nearly 100% RP. Player expectations weren't well managed from the start, nor have the systems limits ever been publicly stated. This has caused grief fests at governors' meetings as people demand changes that the system wasn't really designed to handle.
Improvement ideas: Manage player expectations with a post on the UO site detailing what the governor system is for. Explain what can and cannot be done within its framework. (Deco, spawning, lockdowns, etc.) Be consistent. Imbue the Elder EMs with more power if it is required to take the load off Mesanna, they've earned it. Work big changes into map updates, release them once or twice a month as necessary.

5) Spawning. People seem to like city invasions. While EM events usually cover that neatly, they tend to be fixed points and not random 24/7 happenings. Some people work odd shifts and would like a bit of fun at 3am on a Wednesday that isn't the same old peerless grind. Some people want something, like their city, to fight for. "Oh noes, Yew is under attack from orcs again! I must go rescue the townspeople!"
Improvement ideas: Let the governors initiate an invasion of their city by a random group of monsters, let it play out over a few hours or a few days. Put up a leaderboard for citizens so they can see who the biggest defender is. Players can already summon harbringers, vorpal bunnies, whipping vines, krackens/sea serpents, Scalis and for a while we had the ability to create ancient hellhounds (this needs to be brought back in some fashion), only two of those have ever been really "abused." If the system is built right, things are kept away from banks and moongates, there should be little room for complaint. Some form of limited spawning system for players, like set packages. Nothing uber, no big giant bosses rampaging through the countryside. Tether the spawn within say a 30 tile radius of where the package is deployed. Allow the spawner to name the creatures like pets and to place items onto the creatures as loot

6) Events. Player events will never measure up to an EM event or Mythic-created arcs, except for maybe plot wise. Players can't do anything that has even a temporary effect on their surroundings outside of a house, they can't spawn much (see above), and they can't "reward" players with the massive windfalls of cash that an EM item can bring. Unless an event holder is rich and they give away fistfuls of million gold checks or artifacts, their events will tend to be sparsely attended by the average player as it isn't 'worth their time.' (RPers will go to RP events regardless of what other players are there.)
Improvement ideas: Allow players a limited number of lockdowns that last for 3 hours or so via an event package, or create packages of lockdowns based on player feedback. Combine this with spawn packages and players could dramatically enhance their events and thus their shard. Now for rewards...these have sunk the EM program to some really dark lows and enriched the banks of the template of the week types. Unfortunately, this cat has been out of its bag for way to long. Changing it in any meaningful way now would be nearly impossible. The only real options are to either end all drops (and to put up with massive amounts of whining from those who live off them) or to give them like a holiday gift clicker somewhere during the event (and put up with the exact same people whining that they can't sell their item for as much). Either way, catering to the group that will whine is a bad for the EM program.

I have more ideas, but that's enough for now.

This system is for RP, its to help bring the communities together and its here to make everyone feel a bit more united. Ill say it again, stop being entitled brats. You are not entitled to a damn thing. Some Governors seem perfectly capable to do things themselves, others seem to just want to sit there and cry because they dont have the same powers as an EM.

I think 99% of you dont even understand how stuff works in this game. "Oh this would be easy to let us do, or this system is easy to put in place". Im sorry, what game companies do you guys work for?

The only thing ruining this system are people like some of you.

I saw people spamming other shards general chat for votes on their home shard, I heard people buying votes, I saw people BLOCKING stones to ensure noone can vote against them.....

Yet you guys think some of these people should be given the power to spawn mobs, set up a crier or put whatever they want locked down?

So everything that has been done on Atlantic and Chesapeake should be wiped? I can see the angle on the spawns being used to grief. I know the yellow crystallized essences have been used to grief. Though to say that lockdowns and other 'needless' things are not needed when you play on a shard that has been given such attention is a little heartless to people who's main shard hasn't been given such accommodation. Though if you are arguing that all of this should be wiped. Well, that is another avenue that could be argued. However, I don't think a lot of people would be happy with that solution. I particularly would not like to see the spruced up deco on Atlantic removed, but that is just my opinion.

Oh, I totally agree. I remember seeing this constantly in the general chat of Great Lakes and Atlantic, the two shards I play the most. People in Yew, Britain, Skara Brae, and New Magincia were begging for votes on Atlantic, some offering to pay. I saw the same thing in Trinsic and New Magincia on Great Lakes. Ching a Ling in Trinsic was paying 1 million gold per vote.

But while you are slamming this, could you confirm something for me?

You are Solus of Atlantic, the Governor of Britain, correct? Were you the one who paraded 30+ accounts in front of the Britain stone? I remember your name being thrown around as a threat by a person named Tatiana on Atlantic, as well as a generic named person in general chat on Great Lakes saying you were promising up to 50 votes to match on any other shard that voted for the preferred candidate of your choice on Atlantic. None of these people were named Solus that made these threats or offers, but thought you might want to be aware of that.

I think most/a large portion of the folks who ran for Governor are decent folks. I also think that the majority would more than likely not abuse any system given to them. However, it is not worth the risk associated with what happens when one of the kiddie type mentality gets their hands on anything that gives them additional power. Sorry, but the kiddies among us already wreak enough havoc with the limited things they have now. While the player base is not known by it's lowest common denominator it definitely should be given "power" based on that lowest common denominator.

On this specific topic.... I will agree people are lazy, and a lot will very seldom if ever check a board in game. But, there are ways around that. The last I checked Communication Crystals placed inside a Packy will still allow a person to broadcast as if it is a herald. Have not checked in a while so someone please correct me if I am wrong.

When it comes to a specific chat channel... ummm, the power to do that already exists in the chat we have. Create your own channel, name if whatever city name you wish and roll from there...

Was I the one with the accounts? No, and they are called trial accounts (Which cannot vote). My "Army" was RP + a form of putting my name out there. I have 3 accounts open, so unless my 3 accounts = 50 votes then I'm not sure where any of this BS is coming from.

I am a little put off.
I had wanted to run a Sosarian olympics on Catskills.
Each governor wishing to participate would design a competition and the residents of each city would compete.
Sadly we are already two weeks into the cycle and we have yet to even have a meeting with our EMs for me to bring this up.
There's been no notice. I had to email our EM and ask if we were going to have one.
I haven't complained much lately and tried to stay super positive but I'm really disappointed on this one.
Yea, we could do something without EM support, but that's not what I had pictured to do and had hope to make this a quarterly thing that could be carried on by future governors.
We have the imagination and the desire. We have the EMs on "payroll". Why aren't we getting the support?
I have to tell you, this doesn't apply to all EMs. I have seen some amazing stuff out of some shards.

Then why bother adding anything like the governor system into the game if you feel that way? Heck, why add anything that gives any players a new ability if you're going by this logic?

If a governor enabled spawn system is limited to specific areas, a random monster type, I find it hard to believe that it will be "abused."

A for a spawner package for players to use in making events would have similar limitations (not in town, or with in a certain distance of town/moongates/dunegeons), no big monsters like slasher or a stygian, what's the problem? We deal with overland spawn as it is (far to little, imho) and someone could still grief you with a harbringer pretty much anywhere. Place limits and have actual consequences for bad behavior.

But don't use potential bad behavior to curtail possible systems that could add actual fun and dynamism to an otherwise rather stale system. I like RP, I fully acknowledge that not everyone does. As it stands, the governor system will only be embraced by RPers if only RPers see any "benefit" from it. (Even is that "benefit" is just more RP.) Remember RPers are in the minority.

I think most/a large portion of the folks who ran for Governor are decent folks. I also think that the majority would more than likely not abuse any system given to them. However, it is not worth the risk associated with what happens when one of the kiddie type mentality gets their hands on anything that gives them additional power. Sorry, but the kiddies among us already wreak enough havoc with the limited things they have now. While the player base is not known by it's lowest common denominator it definitely should be given "power" based on that lowest common denominator.
If the vast majority would not abuse the system, my question is why should something like being able to adjust or place a town crier should be limited cause of the lowest denominator of player. If they were to post racist comments, curse words, or in general anything constituting harassment, wouldn't that be a violation of the TOS they agreed to when they started this game? Wouldn't that mean they should be banned or receive a 24 hour suspension plus loss of Governorship? I mean, I understand to a degree the amount of trouble that could be raised with certain tools, but I do not understand the argument against something like the ability to do a town crier because of the lowest common denominator. There is a TOS for a reason.

FYI Flutter: Most EM's seem to run their Meetings towards the end of each month. As a Governor myself I enjoy it that way.

Was I the one with the accounts? No, and they are called trial accounts (Which cannot vote). My "Army" was RP + a form of putting my name out there. I have 3 accounts open, so unless my 3 accounts = 50 votes then I'm not sure where any of this BS is coming from.

I gave you a name of where that BS came from, Tatiana who was running for Skara Brae I believe. I'm sorry I can't be more of a help about the guy on general chat on Great Lakes, was obviously a throwaway toon since the name was like Gary or Clark. Just thought you should be aware of this because that rumor about you and 50 accounts was running like a fire through the brush on Atlantic and Great Lakes. I am surprised you never saw any of it in general chat or at the city stones. Sorry, but the rumor kind of made it seem like you were throwing stones in a glass house. Thanks for clearing that up cause I had wondered if someone really would pay for 50+ accounts.

I also want to retiterate:

We are not EMs.
We have been given a new system to strengthen our RP and help feel connected to our new King.
This is not a system designed to just start decorating our banks
