I am in what once was a very large guild/alliance. I do not remember us having serious issues. Every once in a while, someone would act like an (insert expletive string here), and the guild would police their member. However, due to the vetting process prior to being invited to join the guild, these issues were rather small.

There may need to be a toggle switch but sorry UO is for player interactions not so u can have a half guild that pvp etc etc..toggle switch RP/PVP RP guilds may NOT go to fel for any reason and not comment any beneficial act to anyone but their own guild..would be perfect for a lot of RP guild who do not pvp and just like to have fun amongst themselves but you can not have your cake and eat it too..YOU must follow all flagging rules/pros/cons otherwise I don't think that part of the guild system is broken I mean its been that way for 14+ years..but an RP tag/toggle wouldn't be a horrible idea for the few RPers we do have left
