The "buffs" are what makes a lot of the faction arties relevant for pvp. Lets take, for example, HCI on Stormgrip. That HCI lets new faction dexxers have a chance to get their needed min of 45 HCI. HCI is a pretty rare mod, especially on non-arties. Sooooo, for someone new trying to pvp in factions, not having a kicker like that on lvl 1 stuff is pretty important. Also, the crystaline ring and orni are purposfully set up so that faction mages (once lvl10) can don the two and have 2/6 and +20 mage for mage weapons. Without the "buffs" it'd be at 2/3 and the mage would either have to make his own or wear the night eyes or horrible crazy gloves with 3 fcr. Pretty much everyone I know grabs faction arties so that they can pvp, not go up against some big boss with slightly better stuff. Faction arties are really set up for pvp and don't add all THAT much to the pvm fight.let anyone in factions wear any artie, but take away their "buffs". It will let more ppl cross shard PvP, which only helps everyone, while giving no one an extra advantage.
A really good fix for the "unfair" thingy is to not have faction arties worn in tram ruleset. I personaly don't care, but apparently some people do. Oh, and one more thing, faction arties aren't fee. It takes a long time to farm up 5000 silver for a lvl 10 piece. And the PKers of the world are generally on a look out for silver farmers. I know I check when I'm bored.
