Neither will allow me to travel there. I tried another account. Same thing.

I was in Luna, cast a gate to Glow. I went through, then I tried to step back through the gate and it said I couldn't go there.
It will happen if you either accidentally deleted some of the UO files or if you've installed a second copy of UO on your computer that hasn't downloaded all the updates and loaded that second one.
If it's not that then... uh...
