I know Uvtha wants the rune over to that spot so I got one so try to contact me again Uvtha and I'll hook it up.
Currently there is one house over there (there is a spot for one more smaller sized house) the owner of the house is an old time pvp red player named Lister (and I'm pretty sure it's the same player as the old mayor of Safe Haven...name something like HeRog)
Anyways if Uvtha doesn't want the rune and someone else does I can hook it up.

I don't know honestly. But you cant get there less you have a rune, cause you cant place boats in the lake anymore.
