Yes, you can use the Archery Butte reward

Hail: This was asked, so i went an tested it. You can shoot arrows at it. It tells you what part of the target you hit, "some times you miss it altogether", and how many point you got for the shot, and your total points.

It also Raises your Archery skill. It gives back your arrows. Targeting is random. You can miss the target on purpose, but getting a bullseye, and just keeping the pointer in the same spot does NOT just give you bullseye again.
