Ok the person dosent seem to read stratics.
Any one else got runbooks ower daily, semi, doom and otherv rares?

Well congratulations on forcing me to register and post here when I vowed I wouldn't but really had no way of letting you in on important details to that rune library (insider info so to speak).
I built that library or least most of it with my main char Dola many many moons ago. The first time I built the library there was a way for runes to be removed by anyone and we were stripped back then there were a lot fewer runes in the library but I was forced for a while to set the books to owner or guild only but I digress. Of the four accounts my husband and I own, we have one active atm with no plans to reactivate our other accounts, further more, to complicate it further, even when I was part of the guild, the owner of that tower (Kronos/Kerbain) was on infrequently due to rl commitments (read that as gf and school). So you have 3 or 4 hurdles to over come to get to the books you can't access
That being said I think I can remember were a number of those rares and can help you build your own book if need be with our active account, Allistan. GL with your rune library, I remember the work and the deaths I went through to build the one that CWS houses.
