Why would an exceptional tool have less uses than a regular one?

Everyone that makes things with multiple crafters knows that different sorts of tools have a vast difference in the amount of uses. Tongs- scribes pen's are the simplest example

I make a LOT of tools. Nothing I can really do about that. I always made them exceptional 100% until today because I have really good talismans.

Today I was doing a whole lot of bods and forgot to change my talisman.

Several of the non-exceptional tongs had more uses than the exceptional ones. This can't be right. Exceptional tools should not ever have 50-54 uses, but even if they did a non-exceptional tool would definitely not be a better tool.

It's always been this way - the best non-exceptional tools are somewhat better than the worst of the exceptionals - there's not much overlap, but there is some.

This may sound strange, but if you're training a skill, you might prefer to use non-exceptional tools precisely because they normally have fewer uses than exceptionally crafted tools. Let me explain: I don't know about anyone else, but over the years, I've noticed that many times you get a skill gain on the last use of a tool.

If there is something in the coding that causes this to happen, then it seems that there is a possibility you may end up with more skill gains in the long run if you use nonexceptional crafted tools or tools you purchased from an NPC instead of using exceptionally crafted tools with a very high number of uses.

On the other hand, it could be just pure coincidence. However, on the days when you're sick and tired of running through tons of resources (especially ingots) while hoping for a gain, you'll try anything that sounds like it just might give you the odd extra crafting skill gain here and there.

Hm... interesting idea. If it is actually an effect it would most likely be unintended. I'll try to take note since i'm currently training fletching.

and to the Original Poster:
It's a minor discrepancy, and some tools are different than others. Fletching kits are a stark contrast to other tools as they typically have 150-250 uses.

I sent Draconi a question about it last year when he asked people to send him their questions about the RNG. Too bad he apparently never had a chance to write up something more about how the RNG works. And it's nice to know I'm not the only person that's noticed this!

As a crafter, aside from the skill gain thing which we do not know whether it is for sure or not, is there any difference in the production of new items whether done using a regular or an exceptional tool ?

Like, do for example exceptional tools have a higher chance at crafting exceptional items regardless of one's own skill ?

No - a tool is a tool. Exceptional ones typically have more uses - in some cases, quite a few more uses. But the quality of the tool itself does not impact the quality of the result.
