Why is the 'Character Copy' option not working?

I have tried to copy a char to test center for 4 days now. Test center 1 keeps showing unavailable, even if it's up and running.
I have no other chars on the test shard.

Did I miss any heads-up about the option being suspended?

my guess would be it has to do with accounts management today

Because TC1 was not updated with the latest fixes published out to all the other shards, they all have to be in sync for it to work. It will be taken care of this afternoon.

Still not working for me, after weeks of trying almost every day on Pac. "Test Center" is phased out, not selectable. Or is it just me?
