Yup, that's the answer, but for me, if I am budgeted to have the money on the 5th (I get paid on the 5th and 20th each month) I am not expecting to have 13.90 withheld from my account 7 days prior. It annoys me to no end that it is. And even when it is held, it's not credited back for up to 2 days after the authorized payment goes through. I know I'm not the only one, but I'm pretty sure people schedule bills/payments on a certain day for a specific reason.
