Where to learn talisman making?

I've picked up a couple of things to make talisman's with but can't seem to find a trainer. Where do I find one? I'm only 8 so haven't made it to the capital yet so..........

If i remember correctly Tier 2 major cities/camps and capitol cities.

To Learn Talisman crafting you need to see the Hedge Wizard, there should be one at the third camp same as the other crafting trainers
