Do you read manga by any chance? Cat's Eye Bar is from a manga by Tsukasa Hojo (北条 司). In his later work "City Hunter", there were also several references to it.

I think I've heard Cats Eye before, too, in the context of UO...maybe I'm crazy. If you mean the event on LS probably they meant Cats Lair.
