[Fishing] Where have all the Sea Serpents gone?

I have decided to return to my fishing and have been out training my fisherman for the past few days. I am up to 78.2 fishing and have yet to fish up a Sea Serpent but have had maps and MiBs drop directly into my inventory. Is this working as intended? Do I not need to worry about fishing these little guys up anymore?

Perhaps they heard I'm on the water and just give up the loot instead of putting up a losing effort in battle.
