It appears to be a head from 2000. Perhaps a Seer item? I'd be interested in it as well. Let us know.

Looks like it at least used to be at Rav-O Estate Museums, Museums, and more Musuems!!!

I believe the bounty heads are normal hue. This one, however, is a hue of blue, which wasn't obtainable for regular bounty heads - to my knowledge anyway.
