Is it an old npc ingot item ? Where you could smelt items purchased from npc blacksmiths to produce these coloured ingots ? It might be that.

Also given its not a 4 digit hue, it could be the metal "neon" tub and the tub was just hued that color... just a thought

You could loot those from one of the town invasion events I believe. There were a few colors of plate, someone here has a full set I'm sure.
