[General] Where do you get Recipe Books From?

This is probably a really dumb question, but where do recipe books come from? This is especially dumb since one of my toons has one, but for the life of me I don't know how I got it. I Googled it and couldn't find anything useful.

Also, since someone is hopefully reading this, does anyone know if adding a recipe to a recipe book removes the "Shard Bound" status. My situation is that I selected a Voidbane Elixer recipe on Origin and want to transfer it to my home shard. The recipe itself doesn't say Shard Bound but I can't transfer with it. I'm maybe hoping that I could put it in a recipe book and transfer it that way. I believe if worse comes to worse I could eat it and transfer, but I'd rather have a different character on the same account eat it instead of playing around with soul stones.

Yeah the recipe is shard bound, it *might* transfer if you put it in a book but I don't know for sure.

The two new recipes won’t even go into the book. It has been reported and asked for the Dev’s to clarify how they are supposed to be, ie shard bound or not.
