Where Do I Find Saltpeter Know

Where do I find saltpeter know? I can not locate it on any of the town Alchemist's or any other NPC.

At the Sea Market is the only place I can find it now.

I'm on Pacific and all of the Alchemist are gone at the Sea Market. Are they on another vendor?

Baja has one at the Sea Market. You need to check all over the dock.
