If I remember correctly Changelings drop both Bolts and Arrows (25 of each maybe?) heading to the Weald to double check

Meer captains and changelings are the only creatures that drop bolts. Meer Captains will cause you to lose karma, so be careful farming them. Changelings are in the Weald with all of it's dangers, so be careful farming them too.

isn't human jot enough to make bolts? front hall of covetus and half an hour of jot ljing for the wood for shafts and your set.
I believe there are also changelings near the entrance of Sanctuary? I've not been in there very much.
Bolts can be made with 0 fletching skill, though a talisman to improve success rates is a good idea.
Also the Ilshenar travelling gypsies, the maidens, have bolts at a more reasonable price. If the camp has no 'maiden' maybe buy boards from the vagabond and cut shafts?

As my main is a pallyarcher, and most of my other characters rely on spellbooks, arrows, bolts and recall scrolls are items that I tear through, thus I buy them whenever I get the opportunity.
The price of arrows has been pretty steep off NPCs in the past year, and of course the cheapest route is to make your own.... since all you have to do is succeed ONE time while loaded with shafts and feathers, it's easiest to give it to any human character with no skill and go at it until you get it.
As my mule added GM Lumberjack to his CV, I have found that shafts are insanely easy to collect -- in fact, whittling logs down to shafts is a key way to drop weight to the lowest possible item, so I literally now have hundreds of thousands of shafts.
The only pancake is the feathers. Granted, I could go hunt harpies in Fel and get 100 a piece, but still... its soooooo slow going. Even to get 10k feathers I need to kill and skin 100 of them. I wish there was a faster way....

For pure farm-ability Meer Captains would typically be the best. Decent spawn rate, very little chance of dying, and much easier to kill. (take a repond slayer)
But if you're an extraordinary fighter, and soloing the Twisted Weald is considered a laughable challenge (Read: can kill Irk, and 2-3 more changelings at the same time), you could probably get more from changelings due to their quick respawn rate and the close proximity of their respawns.
