I have burned many heartwood fletching kits and never got anything close to the great weapons i see running around this game. what is the secret, am i missing something?

A lot of those bows came from the Heartwood quests when ML first came out. Prior to the huge nerf, everything that was rewarded for doing quests was at 80-100% intensities.
