You must be referring to the TSOPatch in your folder, but if you are talking about seeing people talk about it in game, that is something completely different. In game when you hear people talking about they patch, it is a download they get off a certain website that changes the appearance of the clothing.

Oh, is that still illegal. I remember back when I played a lot, it was very hush-hush and people couldn't talk about it even. Now I see it on every other bio that people state openly that they are using it.
I've never used it myself but seen it used, and the clothes are sooo ugly.
It's amazing how people nowadays clearly state on their bios, on these forums, everywhere, that they use the illegal patch and they buy things off Ebay which also is illegal. The moderators here don't seem to mind it either.
Except for this case then.
Imo it should maybe be moderated a bit more - such as the thread where someone says "Oh it's not at all illegal to sell game stuff on Ebay" and other people join in and say it's not, and not a peep out of the moderators.
But that's illegal in all games. The legal documents also say that everything in the game is the sole property of EA.

I believe you are referring to a clothes patch which is a third party program. Not only is it illegable and in breach of game rules, but it's also poor quality and horrible looking.

If you are referring to the TSOPatch that is simply the update you get when you have to download updates to the game. You cannot do anything else with it.
On the other hand, if you are referring to the patch people may mention in game, then the other replies here have covered that

Not a peep because it is not against the EA Terms of Service or User Agreement to buy or still in-game items on Ebay.

This illegal unmentionable thing annoys the heck out of me...one of my favorite outfits is the pink scrubs from the costume trunk. I once took a 6-month break from playing, and when I came back this thing was very popular (although I had never heard of it). For a while every time I wore my favorite pink scrubs I would get "Nice thong" comments from all the ToS violators in the room. SHUT UP OR YOU WILL GET REPORTED, YOU NASTY VIOLATORS!!! kthxbye

I'm not a big fan of clothes patches...they make it confusing for everyone, especially if you sell clothes...a lot of times, somebody will come in and ask for an outfit that you don't know what it looks like under a patch.
PS if you don't got a patch: If you see a guy wearing a black leotard and/or a girl wearing golden mini-dress, more likely they are being "naked" with their patch. Stay away from those perverts!

ANY user attempting to install a "third" party piece of software (irregardless as to what this "patch" is intended for, then a note will appear stating, <font color="red"> </font> You are attempting to install a piece of software that is NOT intended for this game, this game will now shut down to allow you to correct this problem. Also, please note that this activity will be noted on this account. If this happens again, this account WILL BE SUSPENDED!</font> I think by doing this, surely those who are cheating will be found out and it will certainly put a stop to those trying to cheat.
Now I doubt that this may or may not be done, but it is certainly a plausable action to put a compleate halt on "activities of illegal usage of the game".

Wow. I had no idea it was illegal. I tried it once back in the day when it was populer, but I didn't like not knowing what I was wearing, so I got rid of it. I wouldn't mind a more diverse wardrobe and head selection, but if you're looking for racy outfits, just try the Vegas trunk XD

The clothing patch may be an illegal 3rd party program but i remember talking to the developers in the community pub about it one day. And one of them openly stated they use the patch when they play the game. So that may be the reason why the developers are not trying to get rid of it as they should be getting rid of it
