What happened to additional points in faction towns?

Sorry, if I missed an announcment or obvious thread, but I've been out of the loop for a while.

Didn't one use to get multiplied points if you killed an enemy inside a guard zone of a faction town?

Because I (SL) just killed a guy from TB in the middle of britain (healer - no, not ress-killed) and didn't get that message and only got 1 point instead of the expected 3.

Did they turn that off?
