Was the rest of Ter Mur opened yet?

No. Also on the part that is available, there are small towns, large buildings and docks but there are no useful NPCs around (as opposed to the useless invul NPCs (not Refugees) which can be found in quite large numbers to the west fo the Royal City). Especially the town to the north of the Holy City could have been used as a small town with a bank and some shops.
