was the radiant scimitar originally meant to be a two-handed weapon?

there's a few things that stand out for this:

1)the paperdoll art suggests it's a two-hander, with the larger grip and length of blade.
2)the statistics for the weapon match the tetsubo/elven spellblade in speed and damage, making it more characteristic of a two-hander. one hand weapons of the same speed do less damage, ones with the same damage are slower.
3)it has the whirlwind special, which is more characteristic of two-handers, as no other one hand weapon was meant to have whirlwind.

as it stands, the radiant scimitar is unbalanced in comparison to other one hand weapons, as it swings faster than other 12-14 damage weapons, and hits harder than other 2.5 speed weapons.

i'm curious if it was originally a two-hander, and changed into a one hand weapon without changing the stats, maybe because there were enough two-handers introduced with Mondain's Legacy. on the other hand, most of the weapons introduced with Mondain's Legacy were unbalanced in comparison to the rest of the weapons, whether for expansion superiority effect, or just bad planning.
