In Old Haven,he hung out inside the Albatross Bar and Grill, a Tavern on the south side of the city overlooking the Docks.
This is one of the classic quests, you can only have one active at a time. Having any of the following active will prevent you from receiving another classic quest.Found him in Ocllo, inside the Albatross bar at the Dock. Old Haven was never on Siege. Tried to take the quest but he would not let me start it so I guess it first will be active, when the event start.

To start the quest you'll need to use the quest giver's context menu and the "Talk" option.

ya, I am just using what information I can fine, knew it was Ocllo, but the link said Old Haven. Remember I am of two worldsFound him in Ocllo, inside the Albatross bar at the Dock. Old Haven was never on Siege

Some snaps of the fun we had early this evening with Roes. Now I cheated a bit here and went in early to recon the areas, so some of the snaps are from before Roes' arrival and some are during and after.
We meet up at EM Hall
From there we gate to Elwood Location.
I think he heard about the Storms in Zento. It took a lot of talk to get him down.
Welp the first part was easy enough, go fishing for Pearls. To bad we could not keep them.
