Virtue artifact drops

I know the RNG is streaky which explains why we have like 5 of each virtue armor piece but no breastplates or gloves. Although, yesterday we got two breastplates practically in a row. Was just wondering if some items are more "rare" and are more likely to drop off higher level mobs or something or if what I am seeing is all really just the RNG. Anyone know?

It's probably just rng but, the shoes seem to be about the rarest drop out there. Or they were initially any way. When they started dropping I had three of everything except da shoes....
