Virtue Armor Cloak Quest

Is the Humility (Virtue Armor Cloak) Quest still working? I was going to do the quest to get the cloak for my Virtue Armor set, but a player told me that the quest does not work anymore. I noticed that quest giver and all of the NPC's are still in place.

I did the quest a few weeks ago. I understand Gareth used to be in Magincia but is now in Trinsic. Maybe the other player was unaware he has been moved?
