Vendor Bug?

Is it possible for someone, a shopper, (i.e. not the house owner or vendor spot renter) to move a vendor from its position to under the house sign or is this a bug?

I know you can select vendors from the house context menu, but this does not move the vendor.

it happens sometimes when I am browsing a vendor, no idea why - they usually pop back some time later =)
