Vending Penalty?

How do I get rid of the "Vending Penalty" on an item that was given to me?? Ive had the tag on it for ages, and it will not disappear.

You'll need to put it onto a vendor that has enough gold to "pay" the penalty. Drop it on and take it right back off.
