This news was for Oceania-only and was posted on Saturday at 23:33 EDT - about 15 minutes after the shard disappeared from the selection screen. It has nothing to do with the power outage related general login issues.

sorry I should have been more clear:
By the time this was posted *here* three days later the server was back up. The *Oceania* shard was down for a 1 1/2 days.
What I should have added was the original post might have said:
Update: Oceania sever is now up.
It is just a suggestion.
Yes, shortly after that log in servers failed.
