UO Cartographer Questions

I appreciate any help.

Question 1: UO Cart won't track certain players. I can log on a red and it will put me in Ter Mur and wont track. I can log off and log on a blue and it will immediately start tracking him in Luna. I log off and get back on red and I'm out in Ter Mur again. What could this be?

Question 2: The server picks up all the names for me. However, people can't see my name.
