This would be valued at about 20 mil.
The name is ok, the graphic isn't special, the hue isn't special either, the drop is 10, desire seems to be zero also. Based on your guide i'd value this at 20m.

A7 - 35 mil (somewhat desirable, long and unique)
B12 - 100 mil (its a 10 drop, 2nd lowest of that category)
C2 - unique hue 10 mil (when you put it on its a funky yellow/green) can't be made
D0 - not desirable
E0 - not desirable
its a 145 mil item.

guess if its unique the "X Factor" kicks in. Compare this to other similar chest pieces like the Atlantic set piece or Pacific or Drachenfels, what's missing on this piece is added on the other pieces and prices reflects properly.
For example on the Atlantic Chest Piece set armor
A8 or A9 - 40-45 mil (somewhat desirable, long and unique)
B12 - 100 mil (its a 15 drop but being a lot more Atlantic players wanted this i still left it at B12)
C12 - 100 mil very desirable hue
D6 - 30 Part of a set piece
E6 - 30 Part of a set piece
it puts it up as a 300-305 mil piece, which is what they have been selling for more or less.
As for the LA chest piece, when the entire suit comes out, the D and E category may give increases so the price of this piece may go up.
Like Longtooth said, it is somewhat subjective but after dealing with few thousand rare items over the last 17 years it's more objective than subjective. And of course this is based on the current market give or take a year or two.

You can't take in " X Factor " based on an assumption that something might be more valuable to someone for some reasons that we don't acually can point out, but rather want to make up on the fly to make stuff seem more valuable than they acually are.

Or even more simple, the only thing that matters is if the item sells or not. That is more important than the price you get for the item.
