A disturbing rumor has begun circulating in Vesper, and I can only imagine that other towns are experiencing similar unrest. Several Vesper locals have been gathering in the Marsh Hall, our local tavern, to discuss their growing dissatisfaction with what they consider to be excessive taxation of their hard-earned city funds.

More worrisome still is that apparently, Vesper is not the only site of such whisperings. I happened upon Governor Angelica of Britain at Luna Bank this afternoon, and a brief chat with her revealed that similar sentiments are floating around Britain. Many there are concerned that the trade agreements have already become the domain of the privileged wealthy, whether they be governors or private citizens.

With Se'an Silverfoot reporting that Jhelom Governor Sherry Shar is holding off making any trade agreement at all due to the high cost and the fact that Governor Gareth of New Magincia has already had to infuse cash-strapped Yew and Minoc with funding for their trade agreements, I can't help but wonder if these restless citizens have a point. However, none have directly approached me as yet. I can only hope that they reach out to their elected governors rather than taking matters into their own hands...

So the governor of Britain is using Luna bank instead of the 2 banks in Britain? It must mean that the Britain banks are not secure!! Citizens of Sosaria run to the Britain banks and demand your money back!!

We are clearly taxed too highly. And when we protest, the Royal Guard are sent in! I say we revolt and demand King Blackthorn (or Ozog) signs a great paper with a comprehensive list of rights and restrictions for the crown!

Riyana managed to sneak into the Marsh Hall and capture this image before she was noticed and the involved parties dispersed.

Dear Governor of Vesper.

Hmm.. I didn't know Yew was cash strapped? With our abundant Lumbering, Hunting and Mining operations we are hardly without resources. If the Duke of Magincia wishes to donate gold coins to the local elves that is his prerogative. We thought it would be a nice gesture to thank him for his generosity. However, Yew certainly does not share the same unrest Vesper appears to be reporting and has no problem paying its taxes.

Governor CaT,

I apologize for my misperception. To be perfectly clear, I intend no slight whatsoever upon you, your lovely town, or Lord Gareth and his impressive generosity.

Yew is a fine city with many resources. So is Minoc... but I know from speaking with Governor Victor II that the city coffer remains perilously low, and that had the esteemed Duke of Magincia not donated to Minoc there would be no possibility of any trade agreement there. In fact, I paid the first week in Minoc as well as Vesper (and Jonah, a winner in our fishing contest, donated his reward for the second week in Vesper), but I lack the personal resources to continue this for very long. Don't get me wrong: Vesper is a prosperous city too with robust fishing, mining, and shipping industries, but that is not being reflected in the donations that the city is (or rather, is not) receiving.

Perhaps this is what that fellow in the image above was referring to when he decried the system as a "rich man's game"? Soon only the cities with very wealthy governors and/or benefactors will have any hope of maintaining a trade agreement if something doesn't change. I'm not sure that is what King Blackthorn intended with this new system.

In any case, I apologize again for any inaccuracies.

The Secretary of Treasury of Skara Brae (Lord Parser) has scheduled champ spawns for the citizens to conquer to raise gold for the city treasury. Five citizens conquered 3 champ spawns in one day to raise 600k. Perhaps if more cities had Secretary's of Treasury's they too could come up with a more unconventional way of raising the gold. This way one citizen would not have the burden to finance the trade agreements.

5 champ spawns only brings in 600k???

this smells of skimming, corruption and kickbacks.

we the people demand an investigation by the Royal Guard immediately!!!

Meanwhile in Minoc, Victor II is out looking in on his citizens. After reviewing all possible trade agreements and the costs involved he comes to a startling realization!
