Does anyone know which npc can sell basic throwing skill? I can't seem to find any that do, and I don't have a slot to start a new char...

In termur city, look near the soulforge for the guy with Bladeweaver in the name.

You probably know this, but after you buy it up you can get good throwing gains at the slimes and acid slugs near the Underworld entrance.
