Hello. We have a trade forums on Oceania so this thred will be deleted when a mod finds it. But out of curiosity, when you say 'neon box' i presume you mean gift box? and if so, i dont see whats spesh about that. You can dye gift box's any color and you can use tok dyes on them. Its been duscussed on the rares forums, unless its a diff type of box.
As to the icy patch, can we see a pic please? I havnt used any of my gift voucher things yet and id like to know which ones are considered rare.

And the neon ones are rare.
Very rarly when you claim your reward, you get a multicoloured or glacial type coloured box. They are quite groovy.
And they cannot be replicated any which way.

The ice patch difference is the normal ones have a splatter trail, the rare ones are just a round ice patch.

Ill check my account on GL later but i have a feeling i have already traded with my char there.

The one on the far left.. not so much neon as kind of random. There's a rare type of cloth similar to that, the name escapes me.
