Tinkers enhancement

Enhancing is one of the options on a Tinker's menu, but I have yet to find anything that a Tinker can "enhance".

Exactly what items can a Tinker enhance?

The real problem is the lack of Tinkering runics to make Reforged Cleavers, Butcher Knives, etc.
