The Syndicate on Europa?

Yesterday I started finding books promoting the Syndicate (LLTS) here and there on Europa - the title is something like "are you looking for community?".
Seeing as I played with LLTS on Atl before Europa opened, I would love to get back in touch and possibly rejoin - but their site website seems adamant on there being no other "chapters" on other shards.
So, does anybody know what's going on?

They're trying to get people to move to Atlantic to join them. No Syndicate on other shards, just annoying bookspam.
