no actually that i believe is a reallly old trick, if you go by where the artifact level 3 books spawn there is a bone container by the N wall, if you drop a rune in there it names it that and goes to a place!

nope... it's from the Enhanced Client new player quests in Haven... when a character is created, you run through a simple series of training actions, then are given the rune when you leave. Once you have reached sufficient skills, you can recall off of the rune for a chance to fight "The Dark Knight of Haven" - a mini-peerless. Most of this was for KR... not sure if it still works in SA but I think it does.
